THE TABOR PLAN

The Taxpayer’s Bill of Rights

Across the Board Tax Cuts
It’s simple, Americans pay too much in taxes. Nathan believes that the best way to energize our economy is to let folks keep more of what they earn. In Congress, there will be no stronger advocate for lower taxes than Nathan. He will work tirelessly to lower the burden that taxes place upon all of us.

Repeal the Anti-Family Marriage Penalty
The idea that married folks should pay more in taxes than everyone else is foolhardy. Yet that is exactly what many married people do each year. Nathan will work in Congress to put an end to this injustice by fighting to eliminate the marriage penalty.

Permanent Elimination of the Estate Tax
People that work hard all of their lives should be able to pass the fruits of their labor onto their kin without the federal government taking a cut. Small businesses and farms are being sold because hard working families cannot afford to pay this so-called ‘death tax’.That is why Nathan believes that Congress must eliminate the estate tax. In Congress, Nathan will sponsor legislation to put an end to this horribly unfair tax.

2/3rds Majority to Raise Taxes in Congress
Nathan strongly believes that raising taxes should be made as difficult as possible. In Congress, Nathan will stalwartly support a constitutional amendment to require a 2/3rds supermajority to raise your taxes.

Comprehensive Tax Reform and Elimination of the IRS
For most of us April 15th is a day that we dread. Our tax system is simply too complicated and burdensome for most Americans. As our next Congressman, Nathan will be a committed supporter of comprehensive tax reform that will eliminate the IRS and make the process of paying taxes simpler and fairer to all Americans.

Limiting the Growth of Government
Nathan supports limiting domestic spending to the rate of inflation. He believes that one of the best ways to limit the size of government is ensure that the federal domestic spending does not grow at a faster pace than the private sector.

Line item veto for the President
We need to give the President the power to eliminate wasteful spending with a line item veto. Nathan supports a constitutional amendment that would grant the President this necessary tool to eliminate excessive spending in the federal budget.

Independent audit of all government agencies
The Federal Government dwarfs any major corporation in terms of size. Yet, unlike publicly traded companies, there is no independent authority to check the books of government agencies. In Congress, Nathan will support the creation of an independent authority to review the financial books of each of our federal agencies to guarantee that our tax dollars are not being wasted.

Sunset provision
Every five years agencies are reviewed. Once a federal agency is created, it is very tough to get rid of it. There is no doubt that there are federal agencies that no longer have much use. Nathan believes we should have a law that provides for the review of each agency every five years to determine whether or not it should be continued.

Balanced budget amendment
Nathan believes the government should be constitutionally mandated to balance its
budget each year. In Congress, Nathan will support efforts to implement a Balanced
Budget Amendment that would ensure our federal budget is balanced every year.

From the Desk of Stephen Moore
Dear Friend,
Most of you know me and know I am frustrated with the out of control federal budget. I am also angry that so many Republicans talk about lower taxes, cutting spending and limited government when they are campaigning, but vote for just the opposite in Washington.

In the last year alone, domestic spending has grown at three times the rate it did under President Clinton. In order to change the big spending attitude in Washington, we need to seek out and elect true advocates of limited government to Congress. That is why I am excited about a plan that I helped draft for Nathan Tabor, a candidate for Congress in North Carolina.

Nathan’s Taxpayer’s Bill of Rights or the TABOR Plan could help reverse the insidious trend of overspending in Washington. I have attached a copy of the Tabor Plan for your review.

In all the years that I worked as fiscal policy analyst at the Heritage Foundation and at the Cato Institute, this is one of the most comprehensive anti-big government plans that I have run across. I am pleased to endorse the TABOR amendment to stop the spending spree in Washington. It could usher in a new era of limited government that our founding fathers intended.
Sincerely,

Stephen Moore

TABOR Plan Recognized by National Tax Group
Americans for Tax Reform, headed by Grover Norquist, recognizes the TABOR Plan as a “Fine Idea”

Kernersville, NC -- Nathan Tabor’s comprehensive plan for tax and budgetary reform has been touted by the national taxpayer advocacy group Americans for Tax Reform. The “TABOR” plan or Taxpayers Bill of Rights offers voters in the 5th Congressional District a detailed plan for reform.

“ I am honored to have Americans for Tax Reform and it’s President Grover Norquist recognize and compliment my plan,” said Tabor. “Grover was right when he said we need plans like this to force elected officials to ‘govern’. I firmly believe we need individuals in Congress who are willing to stand up and say enough is enough. Families deserve lower taxes. Taxpayers deserve representatives who will stand up and work to prevent wasteful government spending. And America’s businesses deserve comprehensive regulatory reform so that they can get government off their backs and provide vitally important jobs.”

“ I believe the voters of the 5th District deserve detailed answers from candidates asking them for their votes,” continued Tabor. “That is why we developed the TABOR plan. Voters deserve to know exactly where I stand.”

In addition to recognition by Americans for Tax Reform and Grover Norquist, the TABOR plan has been personally endorsed by leading conservative economist Stephen Moore of the Club for Growth.

Leading Conservative Economist Adds Endorsement to TABOR Plan

Ronald Reagans Economist Endorses TABOR PLAN

Kernersville, NC
-- In a letter released today, leading conservative economist Arthur Laffer endorsed conservative Nathan Tabors TABOR Plan. Laffer stated that we need more candidates for Congress like Nathan who are committed to the core conservative principles of lower taxes, limited government and fiscal discipline. Laffer said the TABOR Plan, if implemented, would put our country on sound economic ground.

I am very pleased that a leading economist, Ronald Reagans economist for eight years, would offer his support for our TABOR Plan, said Tabor. Unlike a lot of politicians and candidates, we have tried to give voters an honest and detailed idea of where we stand on the issues. To have such an eminent conservative economist give his seal of approval to our plan will let voters know that we are very committed to fighting for taxpayers in Congress.

Tabor also reemphasized his commitment to the core economic principles of lower taxes, limited government and fiscal discipline. I believe it is absolutely imperative that we continue to lower taxes and control the size of government, continued Tabor. With budget deficits now exceeding $500 billion it is vitally necessary that Congress begin to show the fiscal discipline necessary to bring this problem under control. In Congress, I will not stand by idly like many politicians and support wasteful spending that continues to drag our country further into debt.

What others are saying about the TABOR Plan:

Nathans Taxpayers Bill of Rights or the TABOR Plan could help reverse the insidious trend of overspending in Washington.   In all the years that I worked as fiscal policy analyst at the Heritage Foundation and at the Cato Institute, this is one of the most comprehensive anti-big government plans that I have run across. I am pleased to (personally) endorse the TABOR amendment to stop the spending spree in Washington. It could usher in a new era of limited government that our founding fathers intended.

Stephen Moore
President, Club for Growth

Nathan Tabor has promoted a fine idea that would do wonders for the country and the Tarheel state. Tabor's legislation forces policymakers to do what they're elected to do: Govern.

LAFFER ASSOCIATES

Dear Friend,

I am writing today to talk about Congress, taxes, and a much-needed solution to the multi-billion dollar deficits we are currently racking up in Washington.

For far too long, many politicians have talked a good game on taxes and spending, only to do something entirely different when elected to Congress. Unfortunately, this has led to a culture of massive increases in government spending that have far outstripped the rate of inflation. We need people of principle in Congress who are committed to a platform of lower taxes, limited government, and fiscal discipline.

One such person is Nathan Tabor. Nathan is a small businessman in North Carolina running for Congress who has put together a plan that I wish our current representatives in Congress would follow.

Nathans Taxpayers Bill of Rights or TABOR Plan is a detailed plan calling for much needed tax reform, firm limits on government spending, and further tax reduction for Americans families and business. Unlike many candidates who only offer a vague idea of where they might stand on the issues, Nathan Tabors plan offers the voters in his district a comprehensive description of Nathans stand on these important issues.

We need more candidates for Congress like Nathan who are committed to the core conservative principles of lower taxes, limited government, and fiscal discipline. The TABOR Plan, if implemented would put our country on sound economic ground, while providing a dramatic boost to our economy.

Sincerely,

Arthur B. Laffer

.
